MISSION STATEMENT
It is the mission of the Provincial Government under the Provincial Governor through the Provincial Warden Office to enhance and effect a better system of Jail Organization and management for the safekeeping and rehabilitation of all prisoner’s and detainees of the Provincial Jail.
VISION
To delineate the duties and obligations of custodial jail personnel and to establish standard security procedures. To negate the inmates criminal tendencies and restore his positive values in order to make him productive and law abiding citizen. To provide the different prison services and programs subject to the availability of funds and to encourage and enhance the inmates self respect, dignity and sense of responsibility.
FUNCTIONAL STATEMENT
Make periodic reports on the details of prison administration and check number of prisoners daily, give general direction on feeding, maintenance of health, acts on court schedule seeing to it that they are properly escorted, plan and assign various work for the prisoner including caring for provincial grounds, livelihood projects, cleaning and gardening details, and arrange for prisoners to be transferred to new Bilibid Prison.

FUNCTIONS AND DUTIES OF EMPLOYEES

◎ Checks and verifies the number of prisoners daily determined that they are properly separated and confined in their corresponding cells.
◎ Gives general direction on the feeding of prisoners and the maintenance of good health, exercise and periodic examination.
◎ Investigates sick prisoners and makes proper disposition for their care and treatment.
◎ Plans and assigns the various work for the prisoners including caring for the provincial grounds, prison gardens and field and cleaning details.
◎ Acts on the court schedules and sees the prisoners demanded by the court are properly escorted.
◎ Acts of schedule of release dates for prisoners through necessary paper work, investigation of prisoners attitudes and provisions for returned to society.
◎ Arranges for prisoners to be transferred to New Bilibid Prison and as the court directs.
◎ Oversees the operations of the office, records, prisoners history jackets, schedule of detention, releases and sentences;
◎ Makes periodic reports on the details of prison administration;
◎ Purchase foods for prisoners.
MIRASOL T. ROSETE (Assistant Provincial Warden)
◎ Advise and assist the warden in the implementation of the jails objectives and policies.
◎ Coordinate the programs and activities of the different work division/section.
◎ Acts as jail warden in case the latter is absent.
◎ Check and inspect various prison supplies, tools, firearms and prisoners subsistence.
◎ Prepares the schedule of release dates for prisoners through necessary paper work, investigation of prisoners attitudes and provisions for returned to society.
◎ Investigates sick prisoners and makes proper disposition for their care and treatment.

● Guards prisoners in their confinement, working on set of rotating shift.
● Keeps prisoners under constant surveillance and performs periodic calls/checks to be sure that prisoners are accounted for and discipline is maintained among themselves
● Reports on sick, injured or unruly prisoners immediately to superior;
● Maintains security and peace and order in the capitol compound.

EFREN S. SABADO (Driver II)
● Drives out official vehicle carrying people, material commodities under direct supervision of immediate supervisor
● Performs routinary check-up of the vehicle
● Keep vehicle clean, perform minor repair & maintenance
● Submits reports on fuel consumption during travels
● Follow up procurement of spare parts, monitor & assist in the major repair of vehicle
● Check vehicle registration and update necessary documents.
● Ensures that drivers license is properly updated.

HISTORY OF PROVINCIAL JAIL

History of Installation of Provincial Jail - The provincial jail building was constructed during the term of late Governor Orlando Dulay with a capacity of 30 inmates and was repaired during the term of former Governor Pedro L. Bacani with complete facilities.
At present there is no threat to security, peace and order but jail personnel are always vigilant to preempt any untoward incident
Structural Barrier - There is no perimeter Fence at present
Guard's and guarding system - At present the Provincial Jail is manned by 1 - Provincial Warden, 1 - Assistant Provincial Warden, 15 Prison Guards, 1 Driver and 1 Casual Employee. Regarding to the guarding system they are performing 3 shifting 1 day duty, 2 days off.
Identification and control of personnel and visitors - With regards to the control of the personnel we are required to wear our office ID's and proper uniforms, come to office before 8:00AM for the preparation of Turn Over of Duties and Responsibilities. To the visitor's, they are required to log in their names, address, and the name of the inmates they are visiting. Guards also inspect and verify foods and other belongings brought in by visitors before giving to inmates. Visitation's are allowed to be done from 9:00AM to 11:00AM and 1:00 - 3:00PM, Monday to Friday.
Fire Fighting Facilities - We have two (2) units of Fire Extinguisher's @ 20lbs each and subject for replacement annually.

We, the employees of the Office of the Provincial Warden hereby pledge to:

4. Provide the different prison services and programs to enhance the inmates respect, dignity and sense of responsibility not only to his co-inmates, but to staff and employee’s of the Office of the Provincial Warden.

Future Plans to be implemented

Yearly training/seminars of the Provincial Guard to enhance their knowledge on the performance of their assigned tasks and duties. Continues implementation of the established rehabilitation program to the inmates and to prepare them for more productive citizens of the province upon their release.
